Ok, back on subject. I think both of them are really goood benders... buuuut. Toph may be able to see things on earth, but what happens is Katara suspended herself in the air with ice. Also, Toph's Earthbending is not always the quickest thing in the world, and I think that Katara could easily land a hit on Toph with her Waterbending becasue Toph woould be able to hear it, but she wouldn't know where it is. I also think Toph is a great bender becasue of herr blindness, so she could easily get a hit on Katara too. I think Katara is a bit better than Toph though.

Alright, need I really say who would win? Toph, all the way.
Have you ever seen a waterbender stand still to bend? Maybe a few times, but the majority of their bending requires foot movement, in a flowing manner that usually gives away the direction of the attack. Even should Katara not move, Toph can make her own vibrations, remember? And use those to sense Katara's entire body's movements, like she did in the earthrumble.
They're both master benders, of differing elements. But, Toph has two major advantages: 1)Advanced senses, 2)People underestimate her, even though Katara is unlikely to do it as much as most people, she's still likely to think that Toph cant sense her as easily as someone who could see, so that's likely to make her slip up.

See, one thing I just thought of. Waterbenders send water flying through the air and whatever... Well, Earthbenders send rocks flying through the air. That one dude who went under ground, and then came up suddenly and shot a rock at her? She caught it and threw it right back at him. It makes me wonder, does it really matter if it's on the ground or not. Because the rock didn't make any noise, or give its position away. But still, Toph turned around and caught it. That just popped in my head. But I still think Toph would win, totally. Not to mention, if they were in some kind offorest, or a canyon like they usually are, Katara would only have a waterskin's worth of water. And then, after that, she would submit to Toph's ULTIMATE POWER!!!!

Actually, I think she caught the rock because, since she was an earthbender herself, she was able to sense the intentions of the bender by following their movements, and as such, knew where the rock was going to go. She just followed his form and used it to determine where the rock would go. Either that, or she sensed the rock itself, even though it was in the air, since she's an earthbender.
Remember, when aang did effectively the same thing, without preparation or rocks, she couldnt sense him.
But, waterbenders, since they flow like the water itself, give away their attack by following the form. It's easy to determine where the attack will strike, because remember, they follow the movements of the water, so by watching them you know where the water will go an instant later. All Toph has to do is make vibrations run up Katara's body, and she'll know where the attacks are going.
and then, then Katara SHALL SUBMIT!!!!!

Perhaps, but katara's waterbending would give her a much better reflexes. That is the point of water any way to be constantly in motion. She would be able to adapt to Toph's attacks faster than Toph could avoid Katara's. What good is knowing where the attack is going if you are unable to react by blocking or dodging? Plus there are other factors.
The environment would have a huge impact on the out come of the fight. In the desert or canyon, then Katara will submit. If by a large body of water, then Toph would have her hands full and might even lose. Maybe one of the characters will go insane or be possessed so this issue could be solved once and for all.

That's not much of a reason, waterbending is not necessarily the "fastest". It's the one that requires the most fluid motion, but firebending, airbending, and earthbending all require constant motion. Earthbending requires less, but still.
To say Katara is by necessity faster than Toph is not necessarily true, is all I wanted to point out. Toph uses a much faster style than most earthbenders, and can predict attacks, which will also serve to slightly negate speed advantages.

I’m going to disregard all that has already been said as I type my response. Many apologies if I repeat something that has already been said.
Overall Summary: Toph has stronger weapons and senses, along with being an expert bender. Katara, however, may not be as strong physically, but she does have a wider variety of moves and abilities that allow her to fight tirelessly and still bring surprises to her foe. Toph is smaller and therefore a smaller target, yet Katara can dodge Toph’s blind attacks.
Specific Summaries:
Toph
Pros: Rock is much more powerful than water or ice. Rock is very abundant. Toph can feel the vibrations in the air or on the ground. Toph, if hit, can determine where her opponent is, judging by the direction of which the attack came from. I.e. if Toph’s back is attacked, then Toph can assume that her opponent is behind her and attack in that general direction. Toph is an excellent bender. Toph can block attacks with a wall or shield of rock.
Cons: Rock moves in one direction when cast. Rock can be cumbersome and can weaken the caster’s body quickly from effort of retrieval. Toph is not a psychic, therefore she cannot sense everything around her. Toph may seem strong, but she does weaken. Toph is young - a mere child. Toph is only very good, for she is not quite a master. Toph usually will take the first hit. Toph cannot sense other elements as well as she does earth. Toph can be confused if surrounded.
Katara
Pros: Water can move quickly and nearly silently. Ice is powerful and strikes hard. Katara is a master bender. Katara knows multiple techniques, and can use them all to her advantage. Katara can encase her foe in ice. Katara is not blind. Katara can see attacks coming and dodge them some of the time. Katara can confuse Toph by placing sloshing water all around the opponent’s face. Katara has a very strong will and won’t give up a fight, even if all hope is lost.
Cons: Water is not of abundance. Water and ice can quickly be blocked or shattered by rock. Katara must move to cast water. Katara cannot block attacks unless they are made of water. Katara will hold back if her opponent looks to be severely wounded. Katara will not bring herself to cause a lot of damage to her opponent.

Toph doesnt make blind attacks. Remember, by creating vibrations, she can determine exactly where someone stands on the ground. She doesnt even need ears. She can also see attacks before they come, by following a waterbender's fluid movements, movements that give away the direction of the attack.
Ex: If katara drew a large amount of water, which Toph can no longer sense since its in the air, then Toph "sees" her pull her arms towards her, then Toph can assume that the attack is coming from behind her, to strike at her back. If Katara pushes her arms forward, the attack will be to her front, same for the respective sides. In this way, Toph ought to be able to see the attacks coming even though they are via the air.

IT all actually depends on the field. Say they are fighting in the north pole. Toph has the big disadvantege of very little earth if they are on a slab of water an Ice. I.E. The Ice temple in the Siege of the north I and II. And of course if it were a rock area like anywhere thta has earth. As long as Katara is touching the ground. Toph can see her and defend herself.

It would depend on the enviroment. They would excel in their homes. Though if Katara did it right, she could soak the earth and keep it from being bent successfully. It's a tough situation. In a Fire nation cage, without anything to bend, Toph would win, if Katara got tired before the guards decided to put a stop to it.

It would have to be a tie. Both Toph and Katara are extremely in tune and skilled with their respective elements, and they both have a wide range offensive and defensive moves. The only way to tip the scales would be to make the battle place either all rock, no water at all, or all water at night, no earth. Otherwise, the outcome is an indefinate tie. If they were to even truly fight, that is...

Earth is better then water... Katara can't protect herself with water against a giant rock while Toph can make a stone wall wich will protect her from water.
Also Toph is a much better master she can sense even the smallest thing from a big distance.
And i disagree with Fuling that a smaller enemy makes it harder to fight but earthbending is just better.

TOPH ALL THE WAY!!!!!! THE NEW AGE HAS BEGUN AND TOPH RULES ALL!!! Toph is more skilled then Katara in my view, and isn't Katara more of a healer than a attacker? It's like if a giant fish popped out Toph would face it HEAD ON! While Katara would most likely run, unless someone is captured...

I think Toph would win. But I don't think Toph can see things that are in the air really, like bended water. She sees through the earth. I don't see Katara winning though. Toph is just more aggressive, and Katara is not the best Waterbender out there...
