I'm just a tad confused on the actual, cut-and-dried limitations of this rule. Is it a 1x1x1-type-system? (One personal RP, one citywide thread, and probending)

Heya! To clarify:
You can only be in one "community" thread. Probending and personal RPs take place outside of the "community" timeline (provided you don't delve too far into the future or past from the current timeline [in terms of canon plot]), and you can have as many of those as you can personally handle as long as you don't ignore the community threads.

So community RP over personal, alright. If I'm not involved in a community plot at the moment, I don't need to worry about ignoring community threads, right?

The "community" RP is not based on community plots; you should be posting there as a priority. If you can make an RP that you would put in a personal thread in the "community" RP, this is better.
The personal RP is only an alternate thing if you have, say, backstories you need to set up before you can move to the community RP, or if one of your characters is already in a community RP and someone wants to RP with them, or if you have a 'private' RP — such as a date, or secret meeting.
