Your title suggestion is better. I'd go with something like that.
And with the guide, I think brevity is key. It would be good to have succinctness so that when you read it, it sticks in your mind and there's little filler to cloud the message. I think the current trope patterns shouldn't be left out, but explained why the site needs more characters that aren't the stereotypical-personality-matching-element, orphan/single parent family, and tea shop owners/workers.
To catch peoples' attention, (and I have absolutely no idea if this is even plausible) you could maybe have a pop-up that appears, like when you're pming a staffer. If at all possible, maybe put WAIT as a big headline at the top, and then have a text that points you once more to the guide. At the risk of bluffing or sounding misleading, there could also be a sort of disclaimer that states that any profile shown not to have read the guide will not be accepted and/or removed.
It sounds aggressive, but if all else fails then it may be necessary to have that in-your-face approach. In a polite and helpful tone, of course.
