and i cant get it to be smaller, and i keep trying to resize it on here and photoshop but it dosent work! And when i photoshop it just says i cant use it!

Hello! You're still hotlinking: www.theanimegallery.com/data/thumbs/790px/0128/tAG_128286.jpg <- this is a direct link from a website. You'll need to upload it to an image host, such as photobucket, imgur, or tinypic.
Secondly, if you're trying to fix it via photoshop you need to "Save As", and select a filetype of .gif, .png, or .jpg.
Do you have permission to use that picture? That last image you used (not this one, the one from deviantArt) specifically said "not for use" so hopefully you can understand my concern this time around.
