I personally think Zhou does. My reason is that on the episode "Siege of the North part II" Zhou alows himself to die because he doesn't want Zuko to save him. That is way too much pride in yourself in my opinion.

Though Zuko is proud, he is not very overconfident. Sometimes he brags, but the feeling is: "I have come this fasr, I have to win" more than "I'm the best." Therefore, Zhou(sp) is the person to be voted for by me.

I don't know really they are pretty equal, but i guess zuko has his pride shattered when he had to duel his father and then was banished from the fire nation. So really it seems like Zhao, but there isn't anything saying that Zhao intentionally died. Considering they were pretty far apart and fighting against a large being of water.

Also i'd like to note it isnt "Zhou" the spelling is "Zhao"
