Zuko difinately has the ability to win but he lets his sister get inside his head. If he would just realize this and fight her in a sort of unconscious state it would turn out to be a very interesting fight.

Also, I think that when Zuko fights Azula and wins, he will let her live. She won't be able to accept the fact that Zuko beat her and she will attack him later and Zuko will beat her again crippling her, but letting her live again.

Azula would definetly win because Zuko can't create the lighting like Azula can. Everytime they have encoutered Azula, Zuko could never win without Iroh's help.It seems that she has mastered the lighting.That is why I think Azula would win.

I think now, after Zuko's revelation at Lake Laogai, he will be able to bend lighning after some practice. Once that happens I could see him defeating her after a long battle. Zuko's by no means a bad fire bender, he just looks inferior compared to those we have seen such as Iroh, Ozai, and Azula. I'm sure Aang isn't that great of an Air bender compared to some of his monks.

In a pure battle of bending, in light of the season finale, it seems to be tending toward Zuko. I don't know why, because he'll never catch up. Anyway, Azula wins not through sheer power (which she definately has), intimidation (Zuko might not be fazed, but just look at the Dai Lee!), or even awesome sidekicks. She wins by controlling the field, and never plays without a stacked deck. I think she wins by subversion more often than by brute strength. Using strength doesn't work out for her, such as in "The Drill" against Aang and "Crossroads of Destiny" against Katara, but her manipulation of Long Feng and the Dai Lee was quite amazing. Azula wins for being the ultimate villainess or manipulation.
