(I translate this from the Indonesian Movie so, it will not match the real words but it got the points) "It is not magic, it is is Water Bending , it's a unique tradition of our tribe(or some kind of it)"-said by Katara to Sokka, 1st Book, 1st Chapter.
There, Katara said bending is NOT magic, in this world(Avatar world) it's normal that bending art such as Earth Bending is controlling not using flashes of light and chanting spells or some kind of it.... Even Fire Bending is only re-channeling heat around us and manifest it as flames, fire etc using the benders itself as a combustible. BUT WHAT ABOUT WATER BENDING HEALING ART? Does it make sense that water can cure pains and wounds so rapidly. If u watch carefully, u'll see that the water is SHINING? Is it still the "Not Magic Things" or what?

The water is charged with Chi, stimulating the healing process. Water is neccesary for healing, therefore it also is rather symbolic. Water is the element that is the opposite of Fire. So, instead of destruction, it creates. It heals. Since bending itself has something to do with chi, then they are saying basically that healing is bending. No magic. Chi is energy, so it glows.
