In my opinion there is no reason why fire benders can't fly. It would just be like a jet pack.
Azula in cross roads of destiny propelled herself across the room wit fire. Why not just build up and lift off, I expect that atleast azual would be able to do this. ;D

^^there is no proof that she actually propelled herself. Or at least i saw nothing. If i was looking at the correct scene it was right after Katara casted a tidal wave on Azula and Azula brought up a large wall of fire which vaporized the water.
Afterwards, Aang and Katara watched the steam which then just happened to have Azula flying through the air.
Also it is not like a jetpack....if you understood the concept of how jetpack works you'd understand that it has to do with pressure or combustion. The few concepts out there revolve around high heat which is expelled out through an opening which creates a force in the direction of that hole.
don't quote me on my concept of how propulsion works, so if you can refute, then great i can always re-theorize how to produce a jetpack XD
Anyway. I don't see how a fire bender could create a pressure to launch themselves upward. And if that it would be like Aang and his glider. They would need a form to control their direction.

I think Kioshia's referring to when Azula and Aang sort of 'joust.' Aang covered himself in crystals, and Azula shot powerful blasts out of her hands that propelled her across the room.
Judging from that, I say that could aim it and lift off the ground, but it would be a very imprecise and short lived ability. At best they could hover for a few seconds or so. I don't think the kind of energy necessary to keep that up would be present in even the most powerful of firebenders.
But hover for a few seconds or jet yourself across a room? Sure. Azula did the ground jet.
