It's called acupoints. You hit the back of the neck to make the person go unconsious. But for the bending thing, it's supposed to stop them from moving. That's the truth. Of course, nothing to do with the bending. But if she can't move, then I guess she can't bend water.(unless she can waterbend with her mind which is impossible)
