I think this is due to the fact that the only living Airbenders are Tenzin, Akki, Jinora, Meelo, and Korra (in this era). I know that TARP does allow Air Acolytes, which are people who study and follow the teachings of the Air Nomads, even though they're not Airbenders.

Just confirming what Mizu said! We are not allowing non-canon Airbenders, and are allowing non-bending acolytes. I do recommend reading the aforementioned Rules & FAQ as it is a guide to what is and isn't allowed on the site, both in terms of overall rules & character creation.
